Are you asking about the Campaign map board markers?
For both the RAF and LW Raid markers the bottom blue is the Raid or Squadron's current altitude in feet x1,000.
For the LW Raid marker, the red part is the number of all aircraft in the Raid. Bombers and escorts.
For the LW Raid marker, the yellow part is the Raid number.
For the RAF marker, the white part is the number of RAF aircraft in that Patrol or Intercept.
For the RAF marker, the yellow "flag" is the Squadron number in that Patrol or Intercept.

Here I set up a Patrol over the Itchen Aircraft factory. Three Hurricane Squadrons make up this F006 Patrol.
1 Sq. and 601 Sq. from Tangmere, and 501 Sq. from Middle Wallop.
So the marker has three yellow "flags" showing the Squadrons and the Patrol has 36 aircraft in it.
I do not know how many of these yellow Squadron flags the game will allow on a single Patrol or Intercept marker. 6? 9?
Not that you would probably ever have 6 or 9 Squadrons all together in a Patrol or Intercept.

A description of the data boxes can be found in the
Campaign help (brought up by the "?" icon on any
campaign dialog window), under Map Tools>Map Filters>Plots
This is a bit of a long way to dig, and we should do
something about that; in previous versions of the
sim manual, this was explained in the campaign tutorial,
but it has been lost in the reworking of that section.

Do you mean the Group Control tote board, that hung on a wall, and lights indicating each Squadrons current status?

The BoBII tote board looks like this. A picture of the texture that the game uses, which is very low resolution, and a bit hard to see.
I blew this up with my Paint Shop Pro paint proggy to see it better:
To bring the Tote Board up in game, and know how it works in BoBII,
open any Campaign menu, and click on the ? mark, to invoke the Campaign Help Reference (which has been updated for the v2.13 Campaign).
Tote boards at Group 11 Head Quarters at Uxbridge.
In BoBII there is no big Group collection of tote boards of all Sectors within the Group shown.
You need to click on the Sector letter to see only that Sector's Squadrons and their tote boards.
