Damaged flaps vs flap indicator

Damaged flaps vs flap indicator

I damaged flaps today (locked in extended position) and I was a little surprised to see that the indicator changes position when I try to raise or lower flaps. Despite they are locked, the indicator moves from down to up position (and back) like the flaps were operating. Should it?

This would indicate the flaps actuator is free wheeling.
