P-51 civil "rotating indicator" inside ASI

Hello gents,
in the P-51civil there is a "rotating indicator" inside the bezel of the airspeed indicator (ASI).
See A2A POH civil page 20/picture.
What does it show/indicate?
Can someone enlighten me, please. Didn´t find anything about that in the forum.

The rotating indicator shows the tenth part of the airspeed in a bit more detail.
So flying 130 knots IAS, the rotating part shows 30. And at 230 it will also indicate 30.
You can better see if you are nearer to 120 or 130 when in between, as the scale is different compared to the needle.
