Carburetor Air Control

I'm curious about the Carburetor Air Control. At 46" and 2,400 RPM with "Ram Air" selected I'm getting 263 knots burning 75 gph. If I select "Unrammed Filtered Air" at the same power setting I get 270 knots for 74 gph. Isn't this backwards to how it should be behaving?
